License policies

The license policy defines, which administrator is allowed to set the license of the LinOTP 2 server.
To grant the right of setting the license, the following policy needs to be defined:

 * scope = license
 * action = setlicense
 * user = <comma separated list of administrator names>

The license policy does not refer to any realm.

.. note:: If no policy with scope “license” is defined, all administrators are allowed to set the license 
   according to the Apache2 configuration file.
